    Monika works within the energy industry for most of her career. She is specializing in EU regulations linked to district heating and combined heat and power production as well as bio economy.

    She had been contributing to the development of number of energy regulations on European Union level as well as to the legislation in several countries. She is one of the members of the Board of Directors of Euroheat and Power. She is also Vice Chair of Euroheat and Power’s Energy Policy Committee.

    Her interests are concentrating on developing sustainable and tailored operating rules for heat markets.

    Monika holds a Master of Laws degree and is a frequent speaker at conferences and industry events.

    Abstract:

    How the EU and local policy can influence the development of future district energy supplies.

    During past years EU has delivered a significant set of new and updated legislation known as Circular Economy Package and Clean Energy Package for all Europeans. Those packages intend to set operational frames for the energy and waste sectors in the EU.  Policy targets for 2030, have been agreed: 32% RES and 32,5% Energy Efficiency as well as 40% GHG reduction [as laid down in the ETS revision].

    Circular Economy Package sets targets for recycling: 65% of municipal waste by 2035 and 70% of packaging waste by 2030.

    The profound and timely national implementation is out-most important. To enable decarbonization of the heat sector, the implementation should aim at incentivizing a smart utilization of waste heat and renewables within the scopes of district heating networks. This implies certain changes to the existing national regulatory schemes, providing incentives leading to the decarbonization of the systems.
